Put a statement of purpose here. Is the Report Card meant to shame universities into changing? Guide open-conscious potential students to open schools? Simply study the state of openness? The purpose will affect the grading criteria.

Grading Scheme

Open Access

  • Does the university have an open access policy?
  • Is the policy green or gold?
  • Does the university request or require OA?
  • Is there an embargo period? How long?
  • Is the OA policy gratis or libre?
  • Are there substantial exceptions?
  • What enforcement mechanisms exist?
  • Does the university pay publication fees?
  • Does the university maintain an OA repository? (Is this even important given the availability of public repositories?)
  • Does the repository restrict types of submissions?
  • Does the university have options for student open access publishing?
  • Has the university affirmed commitments such as the Budapest Declaration?
  • Is the university a member of BioMedCentral? (

Open Education Resources

  • The university actively creates and publishes open educational resources (broadly conceived and weighted with regard to institutional commitment and text vs. A/V)
  • The university provides strong incentives for faculty participation
  • The university uses open licensing (recognizing gradients of openness)
  • The university is a member of the OCWC
  • The university allows (and encourages) student sharing of educational resources (e.g. notes)
  • The university re-uses and remixes OERs from other institutions

Free and Open Source Software and Standards
